CIVIL PROCESS BUILDING CHECKS Patrol deputies are responsible for serving all civil paperwork throughout Franklin County. Paperwork can be mailed or dropped off in person Monday – Friday, 8am-4pm. What we need for service: The original paperwork & a copy for each person to be served The completed Civil Process Request Form A retainer fee of: $90 for 1 serve $135 for 2 serves $180+ for 3 or more serves Payment can be made by money order or cashier’s bank check made payable to Franklin County Treasurer’s Office. After three good faith attempts OR service has been made, we will return the original paperwork and proof of service to you. What we cannot do: We cannot accept cash, debit/credit cards or personal checks for payment. We cannot provide legal advice or assist you with completing the documents. We cannot serve paperwork to anyone outside of Franklin County. The address for service MUST be within Franklin County lines. Our sole purpose is to serve the paperwork. By accepting your documents to be served, we are not expressing the opinion that they are properly completed or are legally sufficient for your purpose. We recommend you consult with an attorney if you have questions or require assistance. BOARD OF VISITORS MISSION AND VALUES Contact Board of Visitors Executive Summary 2025 Board of Visitors Report 2023 Board of Visitors Report 2022 December, 2021 Report July, 2020 Letter July, 2020 Report July, 2020 Report Response Franklin County Jail Board of Visitors is an oversight and advisory committee of citizens identified by the Sheriff to represent the interests of the people in Franklin County. The Board of Visitors (BOV) are chosen for their varied orientations, interests and expertise in the field of corrections and rehabilitation issues. The BOV focus in this capacity will be regarding public safety and security, jail staff safety, as well as inmate health and safety. We have been working with the County Commissioners, and our Board of Visitors to evaluate the needs of the 37 year old facility, looking specifically to improve our ability to provide the best possible services for a jail our size. A Board of Visitors never existed at the jail until Sheriff Nichols found local volunteers to serve as a separate set of eyes to help identify needs for inmates and corrections staff. Statutorily, a Board of Visitors ordinarily only looks at a jail’s mental health services, however Sheriff Nichols expanded that to include all services in the jail. With their help we will continue to identify and remedy any deficiencies, seek financial resources, to include grants, to assist with improvements while always mindful of staying within a very limited budget. FRANKLIN COUNTY DETENTION CENTER GENERAL INFORMATION POSTING BAIL Jail Handbook The Franklin County Jail Handbook (PDF) is available online. The following Franklin County Jail policies and procedures are provided for your information and do not constitute all of the policies and procedures of Franklin County Jail. Non-confidential policies and procedures can be obtained by writing to the Assistant Jail Administrator. Requestors can expect to pay $.25 per page. Inmate Mail Please read the Franklin County Jail Inmate mail policy (PDF) and procedures. Franklin County Jail can no longer accept hand-made cards and hand-made pictures. Posting Bail If you wish to post someone’s bail you will need to come in person to the Franklin County Detention Center. You will need the inmate’s name, the bail amount (in cash), and the Bail Commissioner’s fee (in cash). After your arrival at the Correctional Facility the following process will occur: The bail amount will be verified by a Correctional Officer. You will be instructed to wait in the Correctional Facility Lobby until the Bail Commissioner arrives. The Intake Officer will contact a Bail Commissioner. The Bail Commissioner will meet with you in the lobby of the Correctional Facility to collect the bail money and complete all required documentation.
